“The Burgess bound and zeros of Dirichlet L-functions”
Abstract: The Burgess bound for character sums essentially implies there is a quadratic non-residue up to a power of p^(1/4√e) but we’d expect there to be one much smaller. Assuming to the contrary that this estimate is in fact optimal, we investigate some of the consequences for the distribution of zeros of Dirichlet L-functions.
