Katz, J.D. is a Professor Emerita at Russell Sage College in Troy, New York and a Visiting Professor in Bilkent Unverstity\u2019s Law Faculty. She is a two-time Fulbright Scholar (2012-13, Vietnam (Vietnam National University); 2021, Turkey (Bilkent University) with a research expertise in civil rights and civil liberties.
